Oblt. Schulz from Lehrstab Schillmann?

In a German document, issued by the Deutsche Luftwaffenmission (DLM) im Rumänien, dated October 1942, the name of a certain Oblt. Schulz from 'Lehrstab Schillmann' is mentioned. Reportedly, he wanted to test a Rumanian bomber type in the event of its "further employment".
Does anyone know who was this Oblt. Schulz, and what was Lehrstab Schillmann?

The letter head actually mentions 'Verbindungsstelle des Generalluftmeisters Rumänien.' What was this organization in charge of?

Here is the full text, in German:
Gez. Gruber"
