(Disturbing) Question for authors, modellers and researchers: Can a magazine or book publisher forbiden decals being produced from published photos ???

I was reading today Luftwaffe im Focus 5 and noticed on page 1, on the copyright notices this phrase: "This includes using the pictures for the production of decals"
I confess itīs the first time I have read a note like this. We know certain companyes sometimes do not allow their markings to be reproduced on decals or models but from photos? Is it possible to a publisher to forbiden the use of images as basis for decal sheets? It also means a modeler or an artist (doing a profile for a book or web page) being processed for "an unauthorized reproduction"??
I really would like to know your comments about this !!
