hello,

sorry, no further information.

but, a little onto your posting some days ago.

a "general-luft-zeug-meister" (think the "zeug" must be missing) is responsible head for "all technical stuff" of luftwaffe, from airplanes to "bolts and nuts". materials testing, buying, storing and so on.
famous pilot ernst udet did the job of a generalluftzeugmeister in berlin under goering (and suffered from this bureaucratic job). so the letter must be from the alike technical material organisation for the romania area.

a "lehrstab" is a "staff for training and teaching" - and in this case for some testing of planes obviously too.

so the job for oblt. schulz should have been to test the romanian bomber, to find out, if these were useful and would be possible to be integrated for use in luftwaffe - this decision about it must be made by the gen.luftzeugmeister of romania area.

no further information on "lehrstab schillmann".
a little info on "deutsche luftwaffenmission rumänien" is under www.ww2.dk/misc/ob5441.htm .

regards, tomcat
