Dornier ..Soldiers remains

Hi all

Recently a Dornier Flying Boat was discovered in 20 meters of water off the Crimean Coast , with apparently the remains of many soldiers still on board.
I would like to inform German authorities , so perhaps they can appraoch the Ukrainian Govt. and see about a recovery operation , and give these people a decent burial.
Anyone have an address for the appropriate authority ?

regards
Dave
